Can I use a Rightmove or Zoopla floor plan for planning permission?

Rightmove floor plan planning permission and Zoopla floor plan scale explained: when marketing plans fail validation, and how to convert them into compliant drawings.

Short answer: usually not as-is. Rightmove and Zoopla floor plans are made for marketing, not technical review. Most councils will not validate a planning application if the plan is unscaled, marked not to scale, or cannot be measured reliably.

Why these plans exist (marketing vs technical)

Portal floor plans are designed to sell a property, not verify dimensions. They emphasize flow and room names, often simplify walls, and prioritize visual balance. A planning drawing is the opposite: it must be measurable, consistent, and defensible under scrutiny.

Typical accuracy issues

  • Marked as not to scale or missing any scale ratio.
  • Rooms stretched to fit the page or made more symmetrical.
  • Wall thicknesses simplified or inconsistent.
  • No scale bar and no known reference measurement.
  • Low-resolution images that blur when measured or printed.
  • Branding overlays or margins that crop key dimensions.

What councils accept and what they do not

Validation teams want a drawing they can measure. If they cannot verify dimensions, they often pause or reject the application at validation.

  • Accepted: a clear 1:50 or 1:100 plan with a visible scale bar and consistent units.
  • Accepted: existing and proposed layouts when the change impacts internal configuration.
  • Not accepted: marketing plans with not to scale labels or missing scale bars.
  • Not accepted: screenshots or raster images that distort when printed.
  • Not accepted: mixed scales across drawings in the same submission.

When these plans can be salvaged

A portal plan can be salvaged if you can tie it to a real-world measurement and the geometry is consistent. If the plan is heavily stylized or warped, it is usually faster to redraw or re-measure.

  • You have one reliable measurement (for example an external wall length).
  • The plan uses straight, consistent walls with minimal distortion.
  • Room proportions look realistic and match the property layout.
  • The image resolution is high enough to remain sharp when scaled.

How to convert them into compliant drawings

  • Crop out logos, disclaimers, and extra margins.
  • Select two points with a known real-world distance.
  • Set the distance in meters and choose 1:50 or 1:100.
  • Add a visible scale bar and label the units.
  • Export as a clean PDF and keep the scale consistent across the pack.

Mistakes people make when submitting them directly

  • Leaving a not to scale disclaimer on the drawing.
  • Submitting a screenshot instead of a properly scaled PDF.
  • Assuming a plan is to scale without verifying it.
  • Using a different scale on each page.
  • Forgetting a scale bar or labeling the wrong ratio.
